hidden network when hub wifi turned off

When I turn off the wifi from the virgin Hub

    I still have this hidden network broadcasting from it ( as detected on a wifi scanner )

  when I unplug hub power, hidden network disappears,

why if I turn off the hub wifi is it still broadcasting ?

This would be the public WiFi network on all vm routers that serves virgin go WiFi.

I would not worry about it.

You can opt out of public WiFi on you account but might not work so if you want to stop it use modem mode.

I thought I had signed out of the community share bit, I do not use outside virgin wifi

I did use modem mode for a while, 

     but was finding the firewall was using was having problems keeping up with the 350 M download speed,

      what firewall device do you use ?

I use ZYXEL security firewalls but you likely need a home router that does hardware NAT for speed like this:
