broadband - neighbours can get service but not me

Hello..

I live in block of flats 6 flats..when i check my post code its says service not available..but when check my left and right hand and flat above me they all can get service but only me, even i can see cable outside my living room just less than a meter..

can someone help me why this happen to my postcode?
