WiFi Booster

hi, I was given a WiFi booster for the house. One of the units says power line adapter which sits behind the tv plugged into the router via Ethernet cable. The other one says it’s a WiFi booster which is plugged in upstairs. Are these not meant to be both power line adaptors or does one have to be WiFi. The problem is upstairs the WiFi is terrible strength. So the Virgin tech gave me these to boost the signal but when I connect them the strength only hits about 50mps and cuts out all the time.

I think maybe he has given me one of each adapter or are they meant to be the ones stated a power line and a WiFi booster? Do these limit the speed ?
