This is consistent with what I see. 

Only in the saved listing when connected.

It now works intermittently.

The hard reset changed something.

Yhere's no saved profile when not in use for me.

I know it does not use the old listed profiles, that why I suggested the OP check for any and delete them, but i'm sure the App added the two Virgin profiles I see as in picture below, the only one I saved is my home one you see listed

The reason I believe they are to do with the App is because the login details are using 802.1x EAP (PEAP), which is the login when trying to manually connect to a Virgin Media hotspot.

Half an hour of playing around - now solved the riddle 😀

When you usually connect to The Cloud, Arg ect using the profiles set by the Connect App, you would still need to log in each time.

In Oreo WiFi settings is a new option called Passpoint - automatically logs you in public WiFi, when you turn Passpoint on the Connect App profiles now show in saved profiles, turn Passpoint off and they disappear 😉

I do not see passpoint? 

what you say makes sense - but does not show in Huawei P20

With my phone being classed as Android One, it should more or less be running Android untouched and very little added app wise.

On a related note my Samsung S8 automatically upgraded to the new Connect App earlier this week, which stays running in the background as mentioned earlier. Since then I've noticed the WiFi on the phone intermittently dropping for just a few seconds. An exclamation mark appears on the WiFi connection icon and 4G data kicks in. Within 2-3 seconds the WiFi reconnects.

I'm using my own router and not the Hub 3, but this didn't happen before the Connect App was installed and forcing it to stop running solves the problem. The new app seems to be interfering with the WiFi settings in some way.

Funny you should say that.

I've also noticed this, but so much changed for me the last few days, I haven't tracked it down - new phone, added another AP in house and of cause the App updates.

I'll stop the Connect App from running and also observe 🙂

Virgin Media connect seems not to save the certificates on Huawei P20 Pro Oreo 

It connects to wifi only if and when I download the certificates when standing next to a VM Hotspot/Hub-Zone.

Then forgets them. I could manually store the certificates, if i was securely given the files. That is a work-round for geeks.

Maybe Hub 3.0 and update rollout will fix this.
