Installed new Hub 3 today after upgrading from 100Mb to 200Mb, all up & running fine apart from only getting 40Mb on speedtest.net.
Hub 3 is running in Router mode, I've rebooted 3 times & reset twice, still the same result.
I'm ethernet connected to the hub, I'm also the only device connected. Wireless is on, but I haven't reconnected my phone or printer to the new wireless yet.
On the hub status for Internet, it's showing (Partial Service (DS only)) & the power light on the modem is yellow/orange.

BQM not looking good so far. See what 24h looks like.
Etehrnet cables do "fail" and drop to low speeds - I have several.
See message 2 today here ---- https://community.virginmedia.com/t5/Networking-and-WiFi/TP-Link-Powerlines/td-p/4817822
So worth changing it as a matter of course. Also often the device's NIC card dropns its speed to 10/100 - check in the network settings what the connection rate is showing as - should be 1GB. Also ensure the drivers are up to date. There are other reasons too that would be worth ruling out whilst waiting for BQM.
Do it this way...

As you expect >100Mbps then connect a 1GB enabled computer/laptop, with up to date drivers, via a NEW and working Cat5e/6a ethernet cable, directly to the Hub which you have put into “modem mode”
This ensures that NO other devices are connected
Test speeds at https://speedtest.samknows.com/ - try on 2 different browsers.
If they are still low – boot you device into windows safe+networking mode to disable any potentially interfering software - and try again.
There are many posts on here (I have a list of ~30!) where QoS software, unknown/flaky software, old network card drivers, corrupted browsers, bad cables or other connected devices are limiting speeds on tests.
Report back what that gets.

BQM shows a broadband problem, almost certainly between your hub and VM's local network gear. This has nothing to do with your wifi (wireless) performance, or the ethernet cables you're using.
And unfortunately, that BQM has rather a lot of the distinctive fingerprints of over-utilisation, which is a rare problem, but one which VM manage to mishandle on a routine basis. Perhaps the forum staff could check for a network or over-utilisation fault? And if there isn't one, then you need a technician visit to try and resolve the poor latency since that will probably have the same cause as poor speed. I'll reserve my further comments until we see what the forum staff have to say.
