Premier Inn WiFi not classed as hotspot?

I’m in a Premier Inn in London but apparently I have to pay £5 to stream movies, watch catch-up TV and download large files, despite it being Virgin Media WiFi. Alternatively I’m told I can do the streaming for free from the pay phone kiosk outside, which is a VM hotspot. Surely if it’s WiFi provided by VM and uses the same network as I have at home, it should be free for VM customers? Seems like this “Free WiFi” thing that VM advertises it not strictly true.

not it's not the same.
your one at home is Virgin Broadband, the one at the hotel is Virgin Business - two entirely separate things.

Difference being Premier Inn WiFi is not a free public WiFi service.

Premier Inn just pay Virgin to run their private WiFi service instead of running it themselves.
