Ports listed as closed - how to open them?

I need to connect to a server for work but the connection keeps failing. The relevant ports are 443, 5003, 2399 and 16002.

When I check these online they come up as closed. 

Virgin doesn't indicate why these would be closed so I'm at a loss. How do I open them?

VM do not block outgoing ports.

and ports do not need to be open to connect out.

port 443 for example is https you wouldn't be on this or any other website without it

Most online checks test incoming you be wanting to test outgoing also TCP or UDP.

Can you test connecting to the server for work with the hub in modem mode.
