PUK code not working

“SIM network PIN blocked. Enter SIM network PUK”

I enter the PUK code from my virgin media account and the device then displays “Network unlock request unsuccessful”

The SIM card has been entered into a new used phone, Samsung S9. I was confident the PUK code provided would work, what other options are there now that this doesn’t work?

Any help would be greatly appreciated.

Can you confirm where you bought the used mobile phone from and when? Recent mobile phones bought from us are already unlocked. Also if you have a different SIM card available, can you try it to see if you have the same error message?
