Wont help the OP's issue though - Ofcom just count numbers....

SaraMeLo wrote “What I want is to leave a comment for the public record. …”  and so maybe knowing that the regulator is counting (aka monitoring) is helpful; monitoring has likely had a hand with recent industry changes: cap on early termination charges; automatic compensation (for missed appointments, loss of service).
