How to book a engineer

How do I go about booking a engineer out can’t get though on the phone online  chat keeps going off and my WiFi keeps going on and off ,when I run a check it tells me all ok but it’s not as internet keeps going off as I accidentally cut the internet cable outside,need a engineer to come out and fix it but can’t find a way to book
