For the past few weeks I've been getting slow upload speeds. Upstream power levels are 54dBmV

I have two splitters before the modem but even when I take them off and move the modem closer to the entry point for the cable everything is still the same.
There's also a high number of post RS Errors but I don't know if that's causing an issue. The only trouble I have with downloads is they can take a few minutes to reach full speed.

It's not always been like this and I don't know if I'm just seeing a cause that isn't there, but a few weeks ago there was a power cut which affected the cabinet closest to me and we had no service for hours. That may be when this started or I could just be misremembering dates.
Could that power cut have affected something in the cab causing the high upstream levels?
