All theee green lights are on - arrows flashing green. I’ve tried resetting and rebooting. Read that I should access 192.168.0.1 but this won’t work either. Can’t get hold of anyone at virgin, really stuck.

I don't think so.
Try that local issues number.
If it's a new hub call 0800 953 9500 to activate it.

Also re smart meter I don't know how it's been set up but make sure the white VM cable is securely connected at both ends to the wall point and to the hub and is unkinked and in good condition.
