Constantly intermittent wifi

Hi, I have had an engineer come by and change some wires but I still have the problem of intermittent wifi; the wifi slows down, the router reboots and at first displays red wifi lights, then 3 green lights. It then starts after a couple of minutes.

 

This is on all devices, over wifi, and happens approximately 10-15 times a day at this point. 

A principle engineer will be visiting, but this required a lot of talking as everyone on the call centres claims there is no fault.

Told me the same thing as the phone lines - can't see an issue with my account, very dissapointed

BQM is full of red I don't know what else is needed

I tested the router in modem mode connected to a laptop; when the internet connection cuts out the white light on the bottom flashes. With the same old T3 error 

 

Maybe this can infer anything?

Update: another engineer is being sent this time to check all of the cabinet 

Incase of this failing it's cable repull time 

Update 2: 

Corroded cables found in manhole; were replaced issue is still present.

Repull is booked I believe hopefully this fixes it because these are 20+ year old NTL Telewest cables.
