Unable to switch on international call roaming

I am in Greece and before we came I tied to enable roaming via the app but was unable to activate it as ‘something went wrong, and the system wasn’t able to activate this’ - error code was 999. It is still giving me the same message now I’m here . Any ideas?

To use your phone overseas it would need to be switched on in the phone and app settings, where did you try to turn it on was you already in the country at the time? Thanks
