Overpaying landline and Broadband

My father has been with Virgin since time began, when they were Blueyonder. 

He only has a landline and broadband but is being charged £58 per month!!??? Which is absolutely extortionate.

He has tried and failed many times to sort it out but fails to get any sort of action from whomever he ends up talking too.

Any advice on where or who he can contact to sort this mess out?

would help if you told us what packages he is on.
what internet package and what phone package?

£58pm is meaningless unless we know what is being supplied for that price.

It has been reduced to £42 per month but considering other suppliers do similar for around £20 it still appears excessive.

I'm getting more details today.

£42 is the current ongoing price for VIVID 50 + Phone outside of any time limited additional offer.

you'd be foolish not to cancel then and move to that supplier that can do it for £20pm.
however considering the set landline rental fees that all ISPs have, that £20pm will be heavily discounted as a new customer deal and will increased after the first 12-18 months.
