You have a longstanding account related problem. Many customers are unable to create accounts due to a password problem that has been affecting new customers for over a year.
A simple google search of 'you cannot use that password' will bring up many virgin media community forum posts highlighting frustrated customers. A visit to your community forums, directly, will make the problem evident, as well.
If you have not been made aware of this, or have failed to remedy this persistent problem with your IT/account department, I would be very concerned.

Please can you create my account for me, as it is not possible to do so myself, despite trying two different email addresses, around 20 different passwords, mobile app and desktop browser (Edge, Chrome, Firefox).
