I have written my complaint in one place here at https://thecomplaint.uk/virgin-liers-and-fraudsters/ where I've explained actually how virgin media refuses to give me what they promised on the phone when I've signed up with them and NOW I will try hereafter I will speak with my lawyer and sue this company that stole my money and refused to give me the services they promised on the phone. Any lawyer worth their salt will advise you that courts expect you to do all possible to treat legal action as a last resort - and to use any available arbitration scheme that's available to you.
Virgin Media subscribe to CISAS arbitration, to which you can escalate any complaint that's unresolved after 8 weeks or deadlocked before. There's details of this at the following two links:

VM Forum staff can often resolve service issues with less hassle & expense than CISAS involves, but that's the option open to you and one that any court would expect you to have exhausted first.

I am sorry to hear that you've got an ongoing issue around the package that you've been provided. I'd love to take a look into the matter, to see if we can resolve the issue for you.
