Phone line keeps ringing

Hi since september my phone line rings once every few hours.; Also if i try to recieve calls they get a engaged tone and same if i try to call out i have unlimited calls anytime the engineer has been out and seen fault but nothing has been done and im at the moment going through a serious illness and visit hospital most days for treatment so would be grateful for any advise thanks.
