Permanently withhold number

My 87 mother has dementia. When her service was set we asked for her number to be permanently withheld when she makes calls. It wasn't set up. I have called customer services 3 times...each time they have said they have set it up... BUT THEY HAVEN'T. Can anyone suggest what I can do next.
