No dial tone, crackling line and other people talking

Hi,

I have no dial tone on my landline, just static and crackling.  I can't dial any numbers. If I dial the landline number from a mobile, the phone will eventually ring, but on answering it doesn't connect the call and the call is still ringing from the mobile that initiated the call.  I'm also able to faintly hear other people talking on it, so assume there is a crossed line somewhere.  

The phone is the only one in the house, connected to the master socket and no other devices are plugged in.

How can I get an engineer booked to visit?
