My VM hub 3 landline is disabled with no tone after I turn it to modem mode.

Sorry to hear of the issues with the landline service when switching into modem mode.
Can you please confirm where the landline is currently plugged in - is this in the Hub 3 we have supplied you, or the 3rd party router you're using in modem mode?

Is there any location to plug the landline into the third party modem you've purchased to see if a landline service can be gained?
if you place the hub back in router mode, does the landline then produce a dial tone?

Are you possibly able to perform a reset on the hub 3 to return the hub into router mode and then re-setup the modem mode connection to see if this again disables the landline services?
You should still be able to use the landline services whilst in modem mode without any issue.
Please follow this link on guidance on how to reset and place in modem mode.
