Disabled father phone issue

Good afternoon, I am looking for help if possible.  My father is housebound after strokes and his landline has had issues for a few months after going through the new phones etc we got an engineer visit today and have been advised when the council did street works they have cut through his cable 🙈 with my dad disabled it is essential he has a home phone and the technician said this will take 4-6 weeks to fix! Is there anyway to speed this up as it is 100% needed by my father.
