Charged £25 for an engineer call out fee

Engineer called out to fix a fault with home phone line - fault found to be with VM line nothing to do with my actual phone.

No mention made of £25 engineer call out charge when making the appointment.

Only discovered that I had been charged when checking my monthly bill.

This has made me very angry and I would like to know how I complain to about this?
