I've had a technician appointment today. He changed the cable, removed an old splitter outside, installed a 6db attenuator and the power levels are looking great.

However, the problem still persists. Latency spikes every few seconds and packet loss from time to time as seen on the BQM after 4PM, which is when the repair happened.
Could it be an area problem?
