Just to post an update. After phoning VM and complaining about a separate issue (receiving 35mb max on a 70mb line) and them agreeing to send an engineer to check the exchange out, I didn't get any latency last night (for the first night in two weeks).
I'm still only getting an average speed of 28mb but worst case scenario, I have an engineer visit booked for next wednesday.
There are lots of other people (all on virgin media) still getting the same issue though:
@Haevlyn - Your tracert reminds me why it's important to check the last hop first. Certainly you show packet loss on every hop EXCEPT the final one and Guilford core. Note it doesn't mean there's problems with the other hops though. Certainly it gives me something to compare with when you are having problems.
The purpose of my questions this thread is to try and gather evidence so that the Forum Team can say to networks can you have a closer look. We don't think this is Blizzard.
Certainly without the 4G comparison from @jackdowson I'd have said the problem lies at Blizzards end.
To that mind would anyone else be willing to either do a comparison over 4G/3G or a free VPN service when they are having problems?

Trying to help here with some additional testing - did just post but it disappeared so will try again. Though it doesn't seem where I am is affected by this particular issue, it's a VMBusiness 300Mbit package however so I will have to test my domestic connection later today.
I am not sure whether it is noteworthy, but last night I couldn't view snapchats or reddit on my phone while using my Virgin Media home wifi and today I couldn't send a picture via whatsapp. Also I have been experiencing long load times for about 3 weeks on some websites such as www.twitch.tv and www.trakt.tv - After having those issues I had called Virgin on Saturday to see if there was an issue and the guy on the phone made me unplug the router and said he was changing some settings so that I wouldn't have that problem anymore and something about making the connection stronger. I wasn't entirely sure what he did, alas, I still have those loading problems today. I don't know if that is in any way related to this issue but the more information the better I suppose.
