Was DMARC quarantine recently enabled?

I sometimes correspond over email via a mailing list with someone who sends using an @ntlworld.com address. Recently their emails have started ending up in my spam folder. The main penalty applied by Spamassassin is ME_QUARANTINE, which corresponds to a DMARC quarantine policy being applied.

Here's an Authentication-Results header (added by Fastmail) for one which worked in the past:

  Authentication-Results: fastmail.mx;
          dkim=none (no signatures found);
          dmarc=fail (p=none) header.from=ntlworld.com;
          spf=softfail smtp.mailfrom=xxx smtp.helo=mailing.list.smtp.server

and one which I received this week that fails:

  Authentication-Results: fastmail.mx;
          arc=none (no signatures found);
          dkim=none (no signatures found);
          dmarc=fail policy.published-domain-policy=quarantine
          policy.applied-disposition=quarantine
          policy.evaluated-disposition=quarantine policy.arc-aware-result=fail
          (p=quarantine,d=quarantine,d.eval=quarantine,arc_aware_result=fail)
          policy.policy-from=p header.from=ntlworld.com;
          iprev=pass smtp.remote-ip=1.2.3.4 (mailing.list.smtp.server);
          spf=softfail smtp.mailfrom=xxx
          smtp.helo=mailing.list.smtp.server;
          x-aligned-from=pass (Address match);
          x-ptr=pass smtp.helo=mailing.list.smtp.server;
          policy.ptr=mailing.list.smtp.server;
          x-return-mx=pass header.domain=ntlworld.com policy.is_org=yes
          (MX Record found);
          x-return-mx=pass smtp.domain=ntlworld.com policy.is_org=yes
          (MX Record found);
          x-vs=clean score=30 state=0;
          x-zs=clean

I looked at ntlworld.com's DMARC policy, which is indeed to quarantine:

_dmarc.ntlworld.com.	840	IN	TXT	"v=DMARC1; p=quarantine; rua=mailto:jn2qdxcl@ag.dmarcian-eu.com; ruf=mailto:jn2qdxcl@fr.dmarcian-eu.com;"

 So my question is - did this change recently? I'm happy to advise the mailing list administrator to change their configuration, but I'd ideally like confirmation that this indeed is what changed.

It depends on what you'd call recent.

Virgin Media switched DMARC to quarantine back in July 2017.

Hmm, thanks, that can't be it then. The "good" email I posted the header from was sent during 2018.

I remember asking about this around July 2017

Blueyonder was changed June 2017
NTLWorld was changed July 2017
virginmedia.com was changed around December 2017
Not sure about virgin.net - But I do know it was the last to be changed.
