There was some work carried out in the Portsmouth area a few days ago and now I can't receive emails.
Error:Task 'Synchronizing subscribed folders for [my email].' reported error (0x800CCC0E) : 'Outlook cannot synchronize subscribed folders for [my email]. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'
The site says there are no issues in Portsmouth.
I've tried repairing Outlook, restarting PC, router etc. No luck.
I haven't changed any settings.
Can anyone help?

It means that your email account has been temporarily locked.
Follow the instructions set out here:

Do you get any error message when accessing the email account concerned via VM webmail from a browser:

Thanks for replying.
Well, I clicked your link, signed in on that page, selected the "Email" button at the top but it said "Your mailbox is not available at the moment." followed by some more blurb.
Did I do that correctly? Does that answer mean there is a problem?
Thanks.
