A step-by-step way of blocking the same IP address from sending emails ?

Sending to you or sending from within your home network? If the latter is the sender's email domain consistent or does it slightly change?

Email being sent to me from outside but via a request form thats forwarded to me ; Email address changes but IP address is the same

From a desktop or laptop device sign into  webmail and:

• select ⚙ > E-Mail > Filter Rules and create a rule similar to the following making sure to replace the Head > Name field value with that appropriate for your case:
  
• review content of Spam folder to confirm rule is working by check set flag colour
