Why are virgin media trying to charge its customers £25 for call out service visits

This is the standard charge for a non fault technician appointment if you want equipment moved for example.
Visits to resolve faults are not charged for as they are included in your rental package.

To clarify this an appointment message will include a warning that if no fault is found a £25 charge may be applied.
