Well I can get eBay in modem mode but when I switch back I get access denied it states.

I have spoken to eBay customer service and it's not a problem at there end
You must have a https secure link for eBay shopping, not a http link as it won't work

I will say this only once more. The only plausible explanation for what is happening , given that you have changed your IP address by switching to modem mode, is that ebay is blocking your IP address. Of course ebay are saying the opposite. That don't want the bother of having to investigate. But if you take their word for it you are disbelieving the evidence of your own eyes and the accumulated expertise of the users on this Forum over the years. You are not the first case we have seen of an IP block.
If you want more evidence do a trace route in router mode, as I advised earlier. You will see that your request for access leaves the VM system but is blocked at the last hop or two to ebay. Post the traceroute here and we will comment.
If I am wrong I will gladly retract. But I'd put my own money on the fact that I am right.

this is an Akamai error message. your public IP address likely has a low reputation - you can check it here
you can also request that akamai review the reputation - this usually takes a few days.
There are many possible explanations for why your IP address has a low reputation, it could be that you have (or had) malware on your network, or it could be that someone has been performing nefarious activity from within your network, or it could be that your public IP address has changed recently and you've just inherited someone else's IP address that had a low score (in my view, the most likely explanation).

eBay doesn't respond to pings
Just a thought though, if you kept trying to access eBay with the wrong URL it might block you as a DDoS attack

Yep still locked out . Had for the web address I haven't changed anything it was working last weekend , I think I will go down the route of going through a VPN as I know this works
