The only people who get in trouble are the customers. I believe the customer always pays for any company's mistake. I highly doubt anything whatsoever happens to the person(s) responsible for screwing a customer over. They fine the company and the company puts its bills up. Person responsble is laughing in my opinion.

When I hear of VM being forced to compensate a victim, I always imagine a bunch of execs laughing and throwing an office party.
