Looks like an installer has split the drop line, which is fine if there is sufficient signal & the connection is fairly close to the street cabinet. Piggybacking of adjacent connections like this should only be a temporary measure while any issues with the direct drop to the neighbours connection are resolved. However, this should not be done without permission from the occupier of the live connection.
One of the staff team should respond here is a couple of days & look into this for you.

Hi Thanks for this. No one asked my mum for permission - and if you look at the photo all the wires are flayed open and the box was left open - I don't think it was a virgin media employee who did that - I think it was one of the builders doing up the HMO next door...

Even if someone other than a VM technician ’taps’ into a broadband cable there is no way that they can get a usable connection and use the VM system. Call customer services and report it as a fault.

The connectors on the new cable are VM standard that installers use. These are not commercially available so I doubt it was the builders.

We've got a VM technician coming out now on Tuesday morning. I will be surprised if it was them who left it in that state - mum was admitted to hospital late last night so I'll need to juggle my time visiting and being there when the VM person visits... thanks for your replies.
