Home phone is dead after engineer changed to VOIP. EBUL not working

An engineer came yesterday and changed my phone to VOIP. It worked when he checked it but it is now completely dead. He also supplied an EBUL phone which will make outgoing calls but not incoming cal...

Update: I have finally had a technician visit and he has got it working. It is nearly a month since the fault developed and it has taken three technician visits plus three appointments which were not attended. This has been very frustrating but, at long last, it is now OK.
