Paul shows a 55 Mbit upload configuration file. It's also mentioned he's 4 upload channels. He's probably in an area with an inverted pretend-RFoG node attached or an area needing hardware upgrade so no DoCSIS 3.1 upstream channel.
I think rather than asking customers to jump through hoops your time would be far better spent feeding back to your marketing people that their advertising is against regulations. There isn't even any small print about the areas that don't have the higher upload yet and the customised speed estimates on the order journey are wrong, presumably because you folks couldn't be bothered with the effort and expense of implementing the lookup to check on the upload, you just have 'is service x available' and return it with the upgraded upload speed whether available or not.
You're just playing fast and loose, as ever, with advertising.
EDIT: As nice a try as this is customers must actually be able to achieve the higher part of the range for you to include it. I'm pretty confident that the upload speed range is so wide in an attempt to cover areas that haven't had the upgrade yet. Doesn't work that way this small print actually makes it worse for you.
Liberty could perhaps do worse than outsourcing absolutely everything to the lowest bidder just for once.
