Hey Ginge1239, thank you for reaching out and I am so sorry to hear about this disconnection fee, also a warm welcome to the community.
I can see you've spoke to the team since you posted this, did they manage to help you at all?
If you are moving somewhere where we cannot provide services once you send proof over this would be wiped, however if you are moving somewhere where our services can be but you deicide you don't wish to take them out there may be a disconnection fee if you are in contract or not.
