Visually impaired

I have recently noticed that some channels are now providing a voice over during quiet periods describing what is happening whichever I can only assume are for the visually impaired.

its most frequent on bbc 1 and channel 4 ( both HD) 

is there any way of turning it off?

If this is provided by the formal Audio Description service, it can be controlled by pressing the Info button on your TiVo remote then pressing the down arrow twice.
