Poor tv reception, slow broadband lots of trouble.

Had Virgin installed approx 6 months ago and since then i have had 4 engineers out 3 new boxes and a booster but have been told that the reading on there devise is minus 6. I also have been told that the road needs to be dug up which will take 48 weeks....48 yes weeks. So although i can get broadband it is slow. Now with all the wasted hours on the phone and with it out of the hands of the Tech team i seem to have been paying for a service that is not what was advertised. Surely the contract on Virgins part is not valid. Can i cancel the contract and ask for a refund on wasted products of which i have been paying?
