My contract runs out in January but I wanted to downgrade or cancel my tv services but told have to pay and enter into a new contract for another 12-18mths?? Is this correct as can upgrade no problem but downgrading is a no go??
Yep. You agreed to pay a certain amount of money for a fixed period, & now you have changed your mind, so are effectively in breach of that agreement. Dropping a service that is integral to your current deal means a new deal is started from scratch for your remaining services, hence a new contract is issued.
