It's doubtful that the PPI calls will stop with a new Virgin number .... I believe they recycle after 6 months, and the chances of you having a brand new unused number are about as likely as me winning the lottery ... to be fair, I think all telecom companies recycle numbers.
I paid and changed out Virgin number for another - 7 years on I am still getting calls for the previous owner of the number!
As for caller display, this is a "paid" service (unlike BT who supply it for free) - did you request it ?

In this situation, we'd be happy to change your telephone number completely free of charge. We'd just need to ask that you give our team a call on 150 from any Virgin line or 0345 454 1111 from any other and ask the person you're speaking with to read my notes in the account authorising it
