Is this happening on more than one device when trying to access the web page?
Also, is this only happening when using Safari? Does it work via any other browsers, such as Firefox?
It may be worth clearing your browser cache and cookies.

I couldn't find access the phone bill using Safari or Chrome but now have it on Android mobile.
