Phone line disconnect

I wanted my house phone discounted so I rang 150 to do this I've been with them for way over 12 months my bills are 76.00 the phone line is 19.99 a month which I thought they would take of but no he told me I would only save 3 pounds a month don't no how they can work that out when phone line is 19.99??
