No phone line

Hi 

I recently contacted you about my home phone which says '. Check phone line' I was supposed to get an engineer out in the morning 8-12 but when I got a text to confirm it they confirmed 12-6 so I had to cancel? I e had no phone line now for 3 weeks and you are charging me line rental why?
