My landline rings, but when I answer, it's as if I'm ringing out. It's always NHS111. It happens all times of day and night. If I call 1471, it's always the last genuine call that is registered. It's as if my phone is calling out on its own

Just out of interest, dial 174 and see if the automated voice reports your own number correctly ... if not there could be a wiring mixup at the street cabinet.

No. You should get an immediate automated voice telling you what line number your service is using.
