So something is dialling out and making hundreds of outgoing calls to the following number: 08702430335. It's listed as non-geographic by Virgin Media, but I can't find any info on this number or who it belongs to. Each call seems to last exactly 7 seconds, and made at various times of the day even at 3am.
Is ET trying to phone home, or is this a glitch in the Matrix? I've called the number and it's a series of beeps and hangs up afterwards, so I'm none the wiser.
The only recent change I can remember making is the addition of the Virgin Media Tivo box a few months ago.
That's very worrying. Have you had a burglar alarm fitted recently that uses the phone line ... or maybe smart meters installed for gas and / or electricity, although they normally use the cellphone system to call home.

I'm very sorry for the problems you're experiencing with your telephone service at the moment, it's certainly not the norm.
As Dave has mentioned, the most common cause of this type of issue as a burglar alarm so I'd recommend taking a look at that if you've not already. I've located your account to run some tests on the set top box and we're not detecting any errors at the moment.
To answer your question, we're not able to block specific numbers but we do have a call barring service where you can bar certain types of numbers. You can find out more about this on page 8 of [this guide].
