I notice that BT has launched a FREE service to crackdown on nuisance calls.
Has Virgin Media any plans to introduce a similar basic facility to remain competitive?
If not ... it should, There should be no charge for such a necessary basic service.

If Virgin were to consider setting this up it would all boil down to costs.
BT could easily subcontract this service (at a cost) to other BT line provided operators with little technical difficulty (they do this already with text-to-voice services).
Virgin call traffic for the most part does not touch BT exchanges, so they would have to set up a totally separate version.
