yes you can, if you have dect handsets that can store a local blacklist.
the cheap panasonic ones we used to use , before upgrading to a call guardian bt8500, could blacklist up to 30 numbers stored in the handset. so I was able to keep most of the junk callers at bay by dropping the oldest number and adding the newest nuisance caller each time.
you do have to pay for caller display , before any solutions will work for you
the BT8500 is great. takes away 100% of annoyances yet genuine calls still get through
