upgrade

i am due for an upgrade but when i reach the last section it says I can't have one and the Equifax report says no, I have been with virgin media mostly for the last 20 years at different addresses, and mobile for at least 6 years, our household has 5 mobiles with virgin, and assume as we only moved house 3 months ago that is the problem ? although credit isn't that good but I have always been allowed through virgin for mobiles and landline, broadband and tv, any ideas ?
