as well as roaming being on have you checked that international call baring is off in your account?
You need to login to your account > click on the "Plan and device" tab.
Go to "Manage my services" check that as well as "Roaming" being ON "International call barring" is OFF
If this was your problem and you have to change the setting. Allow time for your account to update then reboot your phone by turning it off & on again.

Had the same problem. Roaming on, international call barring off, good signal etc etc.
Have now been informed by Virgin that 'roaming has to be REFRESHED every three months' otherwise it HIBERNATES (!!!!)
So although roaming appears to be on, it isn't.
Why isn't this information widely known or customers told
