Won't connect when ringing 789

I have been trying to pay my bill for the last 2 days as my account has been suspended. When I ring 789, I get an automated message telling me that my account has been suspended and if I would like to get back up and running again, to call 789 anytime before it cuts me off!! Someone help me, this is becoming quite frustrating! I don't have a landline to call the 0345 number and obviously I can't ring from my mobile
