I asked to speak to the complaints department and was told I can't speak to them. Why not? Why do I have to wait 48 hrs before someone will call me back? Is this what virgin consider customer services?

As you can tell from Marks reply, Virgin do not have a dedicated complaints department. They do their best to resolve over the phone and you then need to write in if still not happy.
